Conditions counties with populations greater than 500,000 from exercising state housing powers unless they comply with infrastructure dedication requirements for affordable housing developments.

Requires counties to accept dedication of infrastructure (water, sewer, roads, drainage, lighting) constructed for affordable housing developments within 60 days of receiving a completed dedication request, or the infrastructure is deemed automatically dedicated.

Allows infrastructure dedication to be approved by either the county or a third-party reviewer with appropriate licenses and experience, rather than requiring county approval alone.

Modifies the infrastructure standard from "conforming to applicable county standards in effect at time of construction" to "does not contravene health or safety standards, as determined by the Hawaii housing finance and development corporation."

Takes effect July 1, 2050; addresses the Villages of Kapolei situation where the State has paid over $1,000,000 annually for infrastructure maintenance that the City and County of Honolulu has not accepted despite collecting property taxes for 30 years.
