Changes Land Use Commission boundary amendment approval requirement from six affirmative votes to a simple majority of members present and qualified to vote.

Reduces the timeframe for Land Use Commission to conduct a hearing on boundary amendment petitions from 60-180 days to 120 days.

Reduces the timeframe for Land Use Commission to issue a final decision on boundary amendment petitions from 365 days to 180 days, with possible 90-day extension by two-thirds vote.

Intended to expedite the housing development approval process and reduce permitting delays that currently average three times the national mean in Hawaii.

Effective July 1, 2050.
