Requires each county to adopt reasonable standards allowing up to four dwelling units (duplexes, triplexes, and fourplexes) on any land with an urban state land use district classification zoned for residential use where single-family homes are currently permitted.

Counties must amend existing zoning restrictions relating to lot size, parking requirements, floor area, height, setbacks, and other standards that are incompatible with multi-unit dwellings and increased housing density.

Counties are encouraged to identify and reform permitting, building, and planning code provisions that could obstruct construction of the increased number of dwelling units.

Exempts urban district lands from the existing provision allowing counties to adopt standards for two single-family dwelling units on a lot.

Takes effect upon approval.
