Amends Section 329D-6 of Hawaii Revised Statutes to establish system access requirements for the medical cannabis dispensary tracking system, including access for the Department of Taxation and limited access for banks and financial institutions for compliance with federal regulations.

Requires the computer software tracking system to allow integration with other enterprise software systems while maintaining mandatory use of the state tracking system by dispensaries.

Mandates the Department of Health submit an annual report to the legislature no later than 20 days before each regular session covering supply chain activity, cultivated plants, harvested material weight, vegetative plants, retail prices, product recalls, and public safety concerns.

Allows the Department of Health to implement an alternate tracking system on a temporary basis if the primary computer software tracking system becomes inoperable, provided dispensaries are notified immediately and the alternate system ceases once the primary system is operational.

Takes effect on July 1, 2023.
