Suspends Hawaii's state fuel tax for one year, from July 1, 2023, through June 30, 2024.

Reduces state fuel tax rates to 0 cents per gallon for gasoline and other liquid fuels in all counties (Honolulu, Hawaii, Maui, and Kauai), while maintaining 1 cent per gallon for diesel oil used on public highways and 1 cent for aviation fuel.

Maintains existing county-level fuel taxes that would be levied pursuant to section 243-5.

Automatically repeals and restores original fuel tax rates on June 30, 2024, unless further legislative action is taken.

Takes effect June 30, 3000 (appears to be a drafting error for 2023).
