Requires the Department of Transportation to mandate that mooring lines from vessels requiring tug assistance be secured by a stevedoring company at state commercial docks, wharves, piers, quays, and landings.

Defines "stevedoring company" as a state-registered company authorized to secure mooring lines and provide loading and offloading services for manifested cargo.

Adds new subsection (6) to Hawaii Revised Statutes Section 266-2(a) establishing the stevedoring company requirement as a department responsibility.

Defines key terms including "manifested cargo" (cargo and crew listed on vessel documents), "tug" (boat used for towing larger vessels), and "stevedoring company."

Takes effect on July 1, 2050.
