Expands Hawaii's sunshine law (open meetings law) to apply to legislatively appointed bodies, including task forces, working groups, commissions, special committees, and select committees.

Defines "legislatively appointed body" as any body with membership consisting in part or in whole of non-legislative members appointed by one or both houses of the legislature or their presiding officers.

Establishes that sunshine law provisions and Part IV requirements take precedence over senate and house rules when governing meetings and public hearings of legislatively appointed bodies.

Exempts the state legislature itself and its members from these expanded sunshine law requirements, allowing them to continue following their own procedural rules.

Takes effect on July 1, 2023.
