Expands the prohibition on campaign contributions to include state and county grantees (entities receiving grants or subsidies under Hawaii Revised Statutes Chapter 42F or county charter/code), not just contractors.

Extends the ban to owners, officers, and immediate family members of state or county contractors and grantees during the period from contract execution through completion.

Prohibits these restricted parties from directly or indirectly making contributions to candidate committees or noncandidate committees during the contract period.

Implements recommendations from the Commission to Improve Standards of Conduct to enhance transparency and public trust in state government by closing loopholes in campaign finance law.

Takes effect upon approval and does not apply to the partial public financial system.
