Eliminates the option for ballot issue committees to donate surplus funds to community service, educational, charitable, or similar organizations; requires all surplus funds be returned to contributors within 90 days after an election or escheat to the Hawaii election campaign fund.

Removes the ability to use campaign funds to purchase up to two tickets for events or fundraisers held by other candidates or committees.

Adds new authorization allowing candidates, treasurers, or candidate committees to make contributions to another candidate up to $2,000 per election period.

Implements recommendations from the Commission to Improve Standards of Conduct to limit campaign fund use to purposes directly related to candidate campaigns.

Takes effect March 22, 2075.
