Amends Section 11-403 of Hawaii Revised Statutes to allow the Campaign Spending Commission to treat a respondent's failure to explain or respond to a complaint as a rebuttable presumption that a violation of campaign spending laws has occurred.

Provides respondents with thirty days from the mailing of the complaint to respond before the rebuttable presumption arises.

Implements recommendations from the Commission to Improve Standards of Conduct, which was established by House Resolution No. 9 (Regular Session 2022) to strengthen enforcement of campaign finance laws and increase public trust in state government.

Applies only to complaints received after the effective date of the Act and does not affect rights, duties, penalties, or proceedings that matured or began before enactment.

Takes effect upon approval by the Governor.
