• Addresses the current three-step process that requires vehicle owners to obtain a failed safety inspection, present it to the county registration department, then return to the inspection station for a completed certificate.

• Allows owners to choose either path: register first then inspect, or inspect first then register, eliminating the requirement to present a valid registration certificate to obtain an inspection.

• Effective date: June 30, 3000.
