Establishes a minimum monthly SNAP benefit of $250 per person for households with income below 200% of the federal poverty level, with additional benefits funded by state general revenues.

Extends SNAP eligibility to households earning above 200% of the federal poverty level who meet all other program requirements, with benefits declining by 20 cents per person for every $1 earned above the 200% threshold.

Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 to fund the supplemental SNAP benefits, to be administered by the Department of Human Services.
