Transfers all rights, powers, functions, and duties of the Department of Agriculture plant industry division relating to the State's aquaculture program to the animal industry division.

Amends Section 141-52, Hawaii Revised Statutes to establish the aquaculture program within the department's animal industry division rather than the plant industry division.

Requires that all transferred employees retain their civil service status, salary, seniority, vacation and sick leave credits, and other benefits without loss.

Exempts transferred employees from civil service requirements are permitted to retain their exempt status while maintaining all prior service credits and employee benefits.

Takes effect on July 1, 2023.
