• Prohibits manufacture, sale, offer for sale, distribution for sale, and distribution for use of food packaging, food service ware, cosmetics, and personal care products containing perfluoroalkyl and polyfluoroalkyl substances (PFAS) effective December 31, 2026.

• Exempts hydrofluoroolefins used as propellants in cosmetics and products regulated as drugs, medical devices, or dietary supplements by the U.S. Food and Drug Administration.

• Repeals Section 321-602, Hawaii Revised Statutes, which previously prohibited PFAS in food packaging (wraps, liners, plates, food boats, and pizza boxes) effective December 31, 2024.

• Addresses concerns about PFAS contamination of drinking water, bioaccumulation in wildlife, and adverse health effects, citing the 2022 firefighting foam spill at Red Hill containing approximately 1,300 gallons of PFAS.
