• Requires the Department of Land and Natural Resources to prepare plans and programs to facilitate voluntary relocation of residential development from coastal areas threatened by sea level rise, coastal erosion, and flooding.

• Establishes the sea level rise relocation special fund, funded by legislative appropriations, private donations, grants, proceeds from development rights transfers and leasebacks, and proceeds from climate-related lawsuits.

• Authorizes the fund to support planning and implementation of relocation projects, provide grants to counties and nonprofits for coastal land restoration, and acquire private development at-risk properties through eminent domain.

• Permits exchange of public lands for private lands to facilitate transfer of development rights or land exchanges that relocate private development away from high-risk sea level rise and flooding areas.

• Effective date: June 30, 3000.
