Clarifies that public charter school teachers and other personnel employed under the same pay schedule are explicitly included in collective bargaining unit (5) under Hawaii Revised Statutes Section 89-6.

Amends Section 89-6(a)(5) by adding "and public charter schools" to the existing language covering department of education teachers and personnel.

Addresses confusion about whether charter school educators are covered under the state's collective bargaining laws by making their inclusion explicit in statute.

Takes effect on June 30, 3000.
