Authorizes applicants for civil identification cards to consent or dissent to the use of their biometric identifiers as documentary evidence of identity when obtaining duplicate identification cards.

Adds biometric identifiers (fingerprints, retinal and iris scans) as a form of acceptable documentary evidence for duplicate civil identification card applications, benefiting low-income and houseless residents who may lack other required documentation.

Requires applicants to indicate their consent or dissent to biometric identifier use on civil identification card applications under Section 286-303(c)(10).

Directs the Director of Transportation to adopt rules establishing the types of biometric identifiers to be used, restrictions on their use, and methods for retrieving biometric identifiers from individuals.

Takes effect upon approval.
