Authorizes health care providers, nonprofit organizations, businesses, and faith-based organizations to distribute supplemental nutrition assistance program (SNAP) applications to interested individuals.

Adds new section to Chapter 346, Hawaii Revised Statutes establishing that these entities may distribute SNAP applications to anyone interested in applying for program benefits.

Aims to increase SNAP participation among eligible Hawaii residents, noting that in fiscal year 2019, 157,000 residents (roughly 1 in 9) participated despite Hawaii receiving over $448 million annually in SNAP funding.

Intends to boost food security for low-income individuals and families while increasing federal funding to the state, as Moody's Analytics estimates every $1 in SNAP funds generates $1.70 in local economic activity.

Takes effect June 30, 3000.
