Amends Hawaii Revised Statutes Section 302A-321 to authorize public school complexes to develop rigorous classroom-based performance assessments that may include authentic assessments as an alternative to standardized testing.

Defines "authentic assessments" as evaluations involving multiple forms of measurement other than standardized testing that connect instructional content to real-world problem-solving, including project-based learning and problem-based learning.

Changes the requirement for school complexes to develop classroom-based performance assessments from mandatory ("shall") to optional ("may").

Finds that overemphasis on standardized testing narrows academic curricula, reduces arts and cultural education, and disproportionately harms students in low-income communities and minority students.

Takes effect June 30, 3000.
