Establishes a five-year state employee child care center pilot program administered by the department of accounting and general services.

Requires establishment of two child care centers: one located in or near the state capitol building and one in Kapolei, serving children from newborn through kindergarten age whose parents are state employees.

Centers must operate full-time during weekdays when majority of employees work, opening at least one-half hour before regular work day and closing no earlier than one-half hour after work day ends.

Department may set minimal fees to offset costs and may accept donations; centers may serve non-eligible children if space is available at minimal fees.

Appropriates unspecified amount for fiscal years 2023-2024 and 2024-2025; pilot program repeals June 30, 2028.
