Amends Section 87A-6 of Hawaii Revised Statutes to limit holdover trustees' time in office to 120 calendar days after their term ends or until a successor is appointed, whichever is earlier.

Adds retiree position described in section 87A-5(1)(C) to the list of trustee positions whose vacancies must be filled by gubernatorial appointment from a list of nominees submitted by mutual agreement of all eligible employee representatives.

Modifies vacancy-filling procedures for Hawaii Employer-Union Health Benefits Trust Fund (EUTF) board trustee positions representing employees and retirees.

Requires successor trustees to be appointed by the end of the 120-day holdover period to maintain continuity on the EUTF board.
