Amends Hawaii Revised Statutes Section 76-16(b) to require the deputy director of highways of the department of transportation to be subject to advice and consent of the senate.

Adds language specifying that the deputy director of highways position is exempt from civil service requirements and must receive senate confirmation before appointment.

Modifies the list of exempt positions in paragraph (16) by inserting the underlined provision: "provided that the deputy director of highways shall be subject to the advice and consent of the senate."

Takes effect upon approval.
