Requires each county to adopt ordinances by July 1, 2024 allowing religious institutions, educational institutions, and medical institutions to build housing units by right on land they own or use, regardless of zoning restrictions.

Housing developments permitted under this provision are limited to parcels less than fifteen acres.

Requires institutions to retain ownership of housing units for thirty years before offering them for sale.

Defines eligible institutions as those with 501(c)(3) tax-exempt status (educational), nonprofit incorporation with healthcare operations (medical), or religious organizations without racial membership restrictions (religious).

Effective date is June 30, 3000.
