Clarifies protest deadlines for solicitation-based challenges by requiring written protests about solicitation content to be submitted within five working days after the due date for requests for additional information or after responses to information requests are provided, whichever is later.

Establishes that protests of contract awards must be submitted in writing within five working days after posting of the award notice under section 103D-302 or 103D-303, if no debriefing request has been made.

Creates a third category for "all other protests" to be submitted within five working days after the aggrieved person knows or should have known of the facts giving rise to the protest, except as provided in sections 103D-303 and 103D-304.

Addresses confusion among state agencies that were denying protests by clarifying when parties become "aggrieved" and establishing distinct timelines based on the type of protest being filed.

Takes effect June 30, 3000.
