Amends Section 201H-38 of Hawaii Revised Statutes to add a new requirement for housing projects developed by the Hawaii Housing Finance and Development Corporation or eligible developers.

Requires preparation of an environmental impact statement (EIS) pursuant to Chapter 343 if a proposed housing project is located on land zoned as preservation or conservation by the applicable county.

Maintains exemptions for housing projects from most planning, zoning, and construction standard requirements, but adds this environmental review requirement as a condition for projects on preservation or conservation-zoned lands.

Effective upon approval with no retroactive effect on rights, duties, or proceedings that occurred before the act's effective date.
