• Establishes the Interstate Teacher Mobility Compact Commission with one delegate per member state to promulgate rules, manage operations, and oversee compliance with binding force in all member states.

• Compact becomes effective upon enactment in the tenth member state; member states retain authority over discipline, renewal requirements, state-specific coursework, and teacher information ownership.

• Provides for dispute resolution, enforcement mechanisms, and termination procedures for non-compliant states; member states may withdraw with six months' notice.
