Prohibits lodging establishments from providing personal care products (shampoo, hair conditioner, bath soap) in small plastic containers within sleeping rooms, spaces within sleeping rooms, or public/guest bathrooms.

Establishes phased implementation: January 1, 2025 for lodging establishments with more than 50 sleeping room accommodations; January 1, 2027 for lodging establishments with 50 or fewer sleeping room accommodations.

Allows lodging establishments to use bulk dispensers for personal care products or provide non-plastic packaged products upon guest request at locations outside sleeping areas and bathrooms.

Establishes civil penalties of $500 for first violation and $2,000 for second or subsequent violations, with each day of continued violation treated as a separate offense.

Defines "small plastic container" as a plastic bottle or container with a capacity of 6 ounces or less not intended for reuse by the end user, and excludes hospitals, nursing homes, prisons, homeless shelters, and long-term rental homes from the requirements.
