Establishes a trauma-informed education pilot program at the Castle-Kahuku and Kailua-Kalaheo complex areas within the Department of Education.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 for one full-time equivalent permanent complex area compassionate Kōolaupoko trauma-informed resource teacher position to provide professional learning and technical assistance in trauma-responsive practices.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 for one full-time equivalent permanent district educational specialist II position in the Castle-Kahuku complex area superintendent's office to oversee the compassionate Kōolaupoko coalition and manage the program's goals and objectives.

Directs both positions to design culturally-relevant trauma-informed professional development, collaborate with staff and partner organizations, provide technical assistance, and host advisory council meetings for community engagement.

Takes effect June 30, 3000.
