Extends motor vehicle inspection intervals from every 12 months to every 24 months for motorcycles, mopeds, trailers, semitrailers, pole trailers with gross vehicle weight rating of 10,000 pounds or less, and antique motor vehicles.

Extends the exemption period for newly sold vehicles from 2 years to 3 years before requiring their first safety inspection, excluding mopeds.

Applies to vehicles under section 286-26(b) of Hawaii Revised Statutes, excluding those covered in subsections (c) and (d).

Takes effect upon approval.
