Requires each state department to implement a four-day, flexible work schedule for employees, with administration details left to individual department heads who may exempt positions requiring physical worksite presence.

Mandates that employees work 40 hours per week (excluding holidays, sick days, and vacation) and state departments remain open to the public five days per week during regular business hours.

Allows departments to choose between four ten-hour days or five eight-hour days with one day of remote work per week, provided implementation is fair and unbiased.

Requires departments implementing a four-day work week to track patterns of sick day usage and submit annual reports to the legislature.

Takes effect January 1, 2024.
