Requires the Department of Accounting and General Services to develop and implement an enhanced security plan for Hawaii's state capitol and Washington Place in consultation with the legislature and relevant agencies.

Enhanced security plan must include weapon screening stations for visitors while preserving public access, vehicle barriers at the capitol grounds that maintain historic viewplanes and character, and prevention of unauthorized vehicular access to the underground parking garage by relocating public parking.

Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 for metal detectors, screening equipment, vehicle barriers, parking facility redesign, and full-time equivalent security personnel positions.

Requires the Department of Accounting and General Services to submit progress reports and recommendations, including any proposed legislation, to the legislature no later than twenty days before the 2024, 2025, and 2026 regular legislative sessions.

Takes effect July 1, 2023.
