H.B. 867 - Sex Trafficking Prevention

• Requires posting of informational placards about sex trafficking and victim resources in state and county agency offices, public schools, and University of Hawaii campuses, with a model placard to be developed by the Department of Human Services by January 1, 2024.

• Mandates the Department of Education provide training to teachers, school administrators, and behavioral health specialists on sex trafficking dynamics, victim identification, prevention strategies, and trauma-informed response protocols.

• Requires the Department of the Attorney General to develop and implement public education and outreach events in each county (Hawaii, Kauai, Maui, Honolulu) covering trafficking vulnerabilities, identification methods, laws, victim resources, and community prevention actions.

• Appropriates unspecified funds to the Department of the Attorney General for fiscal years 2023-2024 and 2024-2025 to implement the public education and outreach events.

• Takes effect upon approval, with appropriation provisions effective July 1, 2023.
