Expands the Hawaii Promise Program to provide need-based scholarships for undergraduate students at University of Hawaii at Manoa, University of Hawaii at Hilo, and University of Hawaii-West Oahu campuses (previously limited to community college students).

Eligible four-year campus students must be Hawaii residents, submit FAFSA annually, enroll in degree/certificate programs with at least 12 credits per semester, maintain satisfactory academic progress, and have unmet direct costs after accepting all available federal and state aid.

Establishes a maximum of eight semesters of scholarship eligibility for qualified students, with awards based on greatest need and available funding.

Defines "direct cost" to include tuition, fees, books, supplies, and transportation between home and campus.

Appropriates an unspecified amount in general revenues for fiscal years 2023-2024 and 2024-2025 to fund the expanded program and requires annual University of Hawaii reporting to the legislature on scholarship numbers.
