Establishes graduate assistants employed by the University of Hawaii and community college system as a new collective bargaining unit (unit 16) under Hawaii Revised Statutes Section 89-6.

Grants the governor three votes, the board of regents of the University of Hawaii two votes, and the president of the University of Hawaii one vote for negotiating collective bargaining agreements with graduate assistants.

Includes graduate assistants in the impasse resolution procedures of Section 89-11, allowing them access to voluntary mediation, mandatory mediation, and board reporting during contract negotiations.

Modifies part-time employee exclusions to allow graduate assistants working less than twenty hours per week to be included in the bargaining unit, unlike other part-time employees.

Effective date: June 30, 3000.
