Establishes an addiction recovery care working group within the Department of Health to help counties become "recovery-ready" by addressing substance use disorder through prevention, treatment, and long-term recovery programs.

Working group includes 21 members including the Director of Health (chair), representatives from state departments (health, public safety/corrections, human services, law enforcement), all four county mayors, legislative leaders, drug court representatives, and representatives from medical, pharmacy, and community organizations.

Requires the working group to identify county funding sources, barriers to addiction recovery care access, and policies perpetuating those barriers.

Directs the working group to recommend establishment of a recovery-ready county certification program, care coordination improvements, access-to-care practices, and any necessary policy or legislative changes.

Must submit findings and recommendations to the legislature no later than twenty days before the 2025 regular session convenes, and the working group dissolves on June 30, 2025.
