Requires military personnel called to active duty in Hawaii to be paid without delay from the date of deployment at the same rate as active duty counterparts.

Entitles officers, enlisted personnel, and state defense force members on active duty to basic allowance for housing, subject to governor-adopted rules.

Grants service credit for time served on active duty to military personnel who are also current state or county employees, which counts toward their public pension and retirement.

Applies requirements to Army National Guard, Air National Guard, Hawaii State Defense Force, and Navy personnel when ordered to active duty by the State.

Takes effect July 1, 2023.
