Appropriates $150,000 from general revenues for fiscal year 2023-2024 and $150,000 for fiscal year 2024-2025 to fund operational expenses of the Hawaii Wing of the Civil Air Patrol.

Directs the Department of Defense to expend the appropriated funds for the purposes of supporting the Civil Air Patrol's operations.

Recognizes the Civil Air Patrol's 75+ year history of providing emergency response and recovery assistance, including search and rescue, aerial photography, damage assessments, and tsunami alert notifications.

Notes that the Hawaii Wing of the Civil Air Patrol previously received state funding for operational expenses, but that funding ceased in 2019.

Takes effect on July 1, 2023.
