Establishes a two-year water neutrality turf replacement pilot program in Maui County's Department of Water Supply to provide financial incentives for replacing irrigated turf with water-wise landscaping.

County of Maui may administer the program directly or contract with a nonprofit entity to manage it.

Requires the county to establish a limit on individual financial incentives, demonstrate replacement of irrigated turf with water-wise landscaping, and establish requirements to prevent program abuse.

Maui County Department of Water Supply must submit a comprehensive report to the legislature by November 1, 2025, including square footage replaced, water savings, number of participating households and entities, program costs, accomplishments, and difficulties.

Appropriates unspecified general revenue funds to Maui County as a grant-in-aid for fiscal years 2023-2024 and 2024-2025.
