Amends the Natural Energy Laboratory of Hawaii Authority's purpose to emphasize "environmentally responsible and culturally appropriate" commercialization of natural energy resources and ocean-related research.

Requires facilities to comply with all state and federal laws, rules, regulations, and licensing and permitting requirements.

Adds new duty for the authority to engage in community outreach and education in west Hawaii to promote workforce development in science, technology, engineering, math, and aquaculture industries.

Expands board member qualifications to include expertise in Native Hawaiian cultural practices and traditions, conservation, and animal welfare.

Modifies the research advisory committee to include a member of the University of Hawaii institutional animal care and use committee.
