Increases the monthly personal needs allowance for individuals in long-term care facilities from $50 to $75.

Applies to residents of adult foster homes, adult residential care homes, developmental disabilities domiciliary homes, community care foster family homes, nursing facilities, and other specified long-term care settings.

Clarifies that the needs allowance is supplemental to federal Supplemental Security Income program funds and not intended to replace them.

Requires facility operators to pay for generic toiletries, linens, and meals/snacks for outings, with written records of individual authorization required.

Requires the Department of Human Services to conduct annual reviews of the needs allowance adequacy and report findings to the legislature prior to each regular session beginning in 2024.
