Authorizes one gaming facility in Honolulu's designated tourism district to operate poker rooms and sportsbook betting with a 10-year renewable license.

Restricts facility access to individuals 21+ years old who stay at a hotel on Oahu, pay an annual membership fee, and present proof of hotel accommodation within 24 hours of admission.

Establishes the Hawaii Gaming Control Commission with 7 part-time members to regulate gaming operations, issue licenses, and conduct enforcement with broad inspection and investigative powers.

Imposes a general excise tax on gaming gross receipts and directs revenue to compulsive gambler programs, public security, Hawaiian home lands (specified percentage), homelessness programs, and law enforcement.

Sets maximum wagers of $1,500 per event for sportsbook betting and $1,500 per poker hand, limits facility to 30 poker tables with 9 players and 1 dealer per table, and prohibits wagering with actual currency.
