Amends Section 386-41(b) of Hawaii Revised Statutes to increase weekly workers' compensation benefits for partially dependent parents of a deceased worker from 25% to 50% of the deceased's average weekly wages.

Removes the distinction between "wholly dependent" and "partially dependent" parents, establishing a uniform 50% benefit rate for dependent or partially dependent parents when there is no surviving widow, widower, reciprocal beneficiary, or dependent children.

Applies only to dependent or partially dependent parents who are the primary dependents; if both parents qualify, each receives 50% of the compensation divided equally between them.

Does not affect rights, duties, or penalties that matured or proceedings that began before the Act's effective date.

Takes effect upon approval.
