Permits bicyclists to proceed through an intersection from a right turn only lane if they cannot safely merge left into the traffic lane before the intersection.

Allows bicyclists to use right turn only lanes when approaching an intersection even if they do not intend to turn right, provided they do not pass stopped vehicles.

Amends Chapter 291C, Hawaii Revised Statutes to update the title of Part VIII to include references to bicycle proceeding and modify related traffic signal requirements.

Clarifies that bicyclists operating in right turn only lanes must comply with safety requirements and cannot pass stopped vehicles in those lanes.

Takes effect upon approval.
