Requires rental motor vehicle lessors to incorporate zero-emission vehicles or plug-in hybrid electric vehicles into their fleets according to a schedule: 30% by January 1, 2027; 60% by January 1, 2031; and 100% by January 1, 2035.

Defines "zero-emission vehicle" to include electric vehicles as defined in section 291-71 and hydrogen fuel cell vehicles with four or more wheels that generate electricity through a fuel cell.

Defines "plug-in hybrid electric vehicle" as a light duty truck, sport utility vehicle, or van with four or more wheels that can be plugged into a standard electric vehicle charger, draws propulsion from a battery, and has an internal combustion engine for direct propulsion or battery recharging.

Recognizes that rental and public vehicle fleets are major sources of vehicle pollution and that transitioning to zero-emission vehicles will reduce carbon emissions and increase affordable clean vehicles in the secondary market.

Takes effect upon approval.
