Requires the Agribusiness Development Corporation to plan, design, construct, and operate a new animal slaughterhouse on the island of Oahu to provide a sustainable source of locally-raised animal protein.

The slaughterhouse must consider market conditions when determining types and sizes of animals to slaughter and must comply with requirements from the U.S. Department of Agriculture, Department of Health, and applicable law.

Appropriates $4,000,000 from general revenues for fiscal year 2023-2024, allocated as: $600,000 for plans, $400,000 for design, $1,868,000 for construction, and $1,132,000 for equipment.

Addresses Hawaii's limited slaughterhouse capacity, noting only one facility on Oahu currently slaughters hogs, to prevent potential disruption to the state's food supply and market.

Takes effect on June 30, 3000.
