Establishes procurement preference for construction and demolition service contracts where the offeror demonstrates the greatest use of recycled materials (measured by square footage for construction or tonnage for demolition), provided their bid is within 10% of competing bids.

Defines "recycling" to include reuse, resale, or conversion of construction and demolition waste into new building materials, products, or fuel for transportation or renewable gaseous fuel.

Requires Hawaii State Building Codes to incorporate provisions from the International Green Construction Code addressing material resource conservation, construction waste management, and material reuse and recycling.

Mandates at least 25% of nonhazardous construction waste from public building projects and at least 20% from private building projects be diverted from disposal through recycling, reuse, donation, or resale, with documentation required for verification.

Exempts concrete foundations and concrete masonry unit walls from waste diversion requirements and requires maintenance of receipts and documentation throughout construction, deconstruction, or demolition projects.
