Establishes the mitigation of climate effects of commercial air transportation task force within the department of health to identify, analyze, and recommend actions to reduce carbon emissions and climate impacts from commercial air travel to Hawaii.

Task force membership includes gubernatorial appointees (appointed by September 1, 2023) and ex officio members representing the Hawaii state energy office, Honolulu's office of climate change and resilience, department of transportation, and department of business, economic development, and tourism.

Task force must submit a preliminary report to the legislature and governor no later than 30 days before the 2024 regular session convenes, and a comprehensive final report no later than 30 days before the 2025 regular session convenes.

Task force members serve without compensation but receive reimbursement for necessary expenses, including travel costs.

Task force dissolves on June 30, 2025.
