Establishes the agricultural emergency loan revolving fund to be administered by the Department of Agriculture, funded by principal payments on loans and legislative appropriations.

Directs moneys in the agricultural emergency loan revolving fund to finance class "D" loans under section 155-9(e).

Amends section 155-14 to credit principal payments to either the agricultural loan revolving fund or the agricultural emergency loan revolving fund based on which fund originally provided the loan.

Appropriates funds from general revenues for fiscal year 2023-2024 to establish the agricultural emergency loan revolving fund and for fund operations (specific amounts left blank in bill text).

Takes effect June 30, 3000 (appears to contain a drafting error in the effective date).
