Establishes a full-time grant specialist position within the Department of Agriculture to seek and write grants, provide technical assistance, administer grant programs, perform needs assessments, and make recommendations to the board of agriculture chairperson.

Requires the grant specialist to assist farmers, ranchers, and other agricultural operators in applying for and obtaining grants from the United States Department of Agriculture and other sources, with priority given to those producing local food consumed within Hawaii.

Appropriates general revenue funds for fiscal years 2023-2024 and 2024-2025 to fund the position (specific dollar amount not filled in).

Takes effect on June 30, 3000.
