Renames the "industrial hemp special fund" to the "hemp special fund" and transfers administration to the department of agriculture.

Expands the fund's allowable sources to include moneys generated from enforcement of hemp regulations, including fines, awards, judgments, and settlements; grants and gifts; and interest earnings.

Authorizes the department of agriculture to use hemp special fund moneys to hire employees, specialists, and consultants to carry out hemp regulatory duties established under Act 14 (2020) and Act 137 (2022).

Appropriates $50,000 from the hemp special fund for fiscal year 2023-2024 to support the department of agriculture's hemp-related responsibilities.

Takes effect on June 30, 3000.
